Call for Applications ; TB – HIV ONLINE ADVOCACY KNOWLEDGE SEMINAR

Facilitators of Community Transformation (FACT), with support from O’Neil Institute is pleased to invite applications for The TB/HIV Advocacy Knowledge Seminar. We are looking for prospective advocates who;

  • Wish to make a difference in the lives of key populations and people living with TB/HIV
  • Are committed to advance their knowledge and adopt tools for effective, evidence based advocacy work on TB and HIV at a local and national level

The knowledge seminar will be held on an annual basis for participants from Malawi with a view to developing a pool of advocates with expertise on TB and HIV in the country. The seminar is for a period of 5 weeks, consisting of 2 hour online weekly sessions.

The knowledge seminar will equip participants with:

  • A better understanding of the national, international and regional treaties, declarations and guidelines that can be utilized to shape national responses to HIV and TB
  • Guidance on how to use law, policy and research to promote an evidence based response to HIV and TB i.e. policy advocacy, development of policy documents etc.
  • A better understanding on social mobilization for TB diagnostics (uptake of new tools)
  • Examples of good practice in advocacy for an evidence-based response to HIV and TB in Southern Africa.
  • Latest science and advancement in HIV and TB prevention and treatment and
  • Project planning and management skills
  • A certificate of completion

 

 

Please note that after completion of the knowledge seminars FACT will roll out advocacy initiatives with the successful participants, inline with their advocacy plans, and may provide small grants for advocacy and communication on TB/HIV. In addition, internet data will be given to the participants to attend the online sessions and to enable participants to access the weekly tutorial sessions.

Eligibility Criteria

Individuals must be affiliated with an NGO or CBO and demonstrate active engagement in TB/HIV interventions. Members of the National TB CSO Network are strongly encouraged to apply.

The organization’s thematic areas are health, nutrition and environment, agriculture, education, economic development and gender, women and girls. The organization’s headquarters is based in Lilongwe, with a satellite office in Machinga. FACT therefore seeks the services of a Communications Intern, tenable at the head office in Lilongwe, on an initial contract of 6 months subject to renewal based on performance.

This role requires an energetic, dedicated and detail-oriented person who can manage multiple tasks. This individual is a team-player with an entrepreneurial spirit, willingness to learn and ability to manage multiple tasks while adapting to shifting priorities.

Depending on skillset, this individual will assist with communications tasks including, but not limited to: writing and editing, photo and video production and editing, web and social media analytics, social media content, graphic design, media relations, digital asset management, event coordination and other communications and administrative support tasks as assigned.

Education:

Ideal candidate is a recent graduate (graduated within the past year) or an undergraduate/graduate student in journalism, communications, public relations, marketing, digital filmmaking, digital media, graphic design or a development-related field.

FACT Reconstitutes Parliamentary TB Caucus in 2021

In Malawi, over the years, there has been a call for increased political commitment towards the fight against TB. This is against the discovery that there is a need to define and consider all the necessary, sufficient conditions and factors required to bring about a desirable outcome in the fight against TB. One such factor holding back countries especially from achieving their targets is lack of political will and civil society’s engagement. The call had been for political leaders to intervene, advocate and influence national responses to TB through demonstrated collective leadership. TB Caucuses globally serve as a platform for transformed response to TB through uniting parliamentarians with shared commitment to end the tuberculosis (TB) epidemic. The criticality of the national TB Caucus in the fight against TB is immense for through it, increased resource investments in TB Programmes can be realized, the national agenda on eradicating TB can be shaped through policy and legislation, greater reach can be ensued through collective efforts and collaboration between political leaders and the private sector, and also a cascade of national agenda on eradicating TB can be shaped through networking.

The parliamentary TB Caucus was first set up on 28th June, 2018 at parliament building under the theme “Political Leadership for a TB Free Malawi.” The founding chairman of the TB Caucus was Honourable Mark Botomani, MP. However, the TB caucus has since been non-operational as some of the founding members are no longer in parliament after the tripartite elections in 2019. It is for this reason that FACT, together with partners AHF, MANET+, Paradiso Patients TB Trust and MANASO held a preliminary meeting with members of parliament on 3rd December, 2021 to reconstitute the parliamentary TB Caucus.

FACT Celebrates Tumaini Festival 2021

FACT participated in The Annual Tumaini Festival and grabbed an opportunity to discuss with some of the leaders from women action groups on the issue of Hotline code 3034 which intended to be launched in  2022 to give a chance to women and girls to report GBVs cases arising in the Camp using the short code 3034. Some T/Shirts were distributed by FACT to some Women Action Group leaders which displayed the hotline code 3034 on them and written to end Violence against women and girls. Fliers were also distributed to these leaders so that they should also share with other women in their groups as part of conveying the message of the hotline code 3034.

Production of a TV documentary on access to essential health services, impacts of out-of-pocket payments on the poor, and universal health coverage

 Background

Journalists Association Against AIDS (JournAIDS) in collaboration with Facilitators for Community Transformation (FACT) have secured a grant from the Open Society Initiative for Southern Africa (OSISA) for a project called Sustainable health financing for Universal Health Coverage Under grant number SGJB00875-G010256. The project seeks to deepen policy engagement and civil society participating in enhancing Universal Health Coverage (UHC) with a focus on sustainable health financing.

Taking into account that Malawi is a country that also endorsed Sustainable Development Goals (SDGs), UHC is critical and also underpins the country’s Health Sector Strategic Plan for 2017-2022. As part of the project, JournAIDS and FACT seeks services of suitably qualified media and communications firms to produce a TV documentary to showcase the project key viewpoints and success. In general, the documentary will show the impacts of out of pocket of payments on the access to essential health services for the poor in Malawi with a view of influencing health financing reforms and the implementation of Malawi’s Health Sector Strategic Plan towards achievement of Universal Health Coverage.

Scope of work

The assignment will involve the production of a TV documentary focusing on various aspects of Universal Health Coverage, health financing, and how the poor in some of Malawi are affected by out-of-pocket payments in access to essential health services

Key Deliverables

  • Produce a 15–20-minute TV documentary on access to essential health services and the impacts of out-of-pocket payments on the poor in both English and Chichewa subtitles
  • Some 2 short videos between 2-3 minutes for uploading on the websites and social media pages for influencing policy with
  • A 12 paged process report on the production of the TV documentary
  • 3 DVD copies and 1 master copy produced

Qualifications and requirements

  • At least a Bachelor’s degree from a recognized institution of higher learning with a tilt towards mass media studies and media for development, those with social sciences and development studies backgrounds will have an added advantage
  • Be flexible and work on a tight schedule
  • Have a clean track record of producing high-quality TV content and video documentaries

Under the Global Fund HIV/TB Epidemic Control Program (2021 – 2023),  as a Sub – Sub Recipient to Christian Aid (CA) under World Vision,  FACT is looking for the services of the Project  Finance Officer tenable at our Offices in Area 18, Lilongwe.

Job Summary

The Project Finance Officer is a member of the Finance and Administration Team and is responsible for ensuring that all financial transactions relating to assigned restricted projects are recorded, tracked, and accounted for in a timely manner in line with specific procedures and policy requirements of FACT and donor rules and regulations.

The position reports to the Director of Finance and Administration Manager (DoFA)

Main Responsibilities

  • Consolidates timely projects and management financial reports related to the assigned projects in a specific format and accurate manner within strict deadlines.
  • Maintains an accurate up-to-date monthly and quarterly grants disbursements schedule.
  • Reviews and submits monthly bank reconciliation reports relating to all projects.
  • Accounts Payable and Receivable: Ensures that accounts payable and receivable for are properly reconciled and that payments and disbursements are received or made in a timely manner.
  • Ensures accurate coding of requisitions in conformity with reporting, donor, function, project, program, and budget requirements as per Chart of Accounts.
  • Reviews travel requests and expense reports (liquidations) for the projects for accuracy and compliance.
  • Reviews and monitors outstanding Staff Advances reports by paying close attention to ensure that they are liquidated per FACT policy.
  • Follows up on advances that have not been settled after 15 days of issuance.
  • Monitors and submits advance, commitment, and grant reports as applicable in a timely manner.
  • Develops and submits project reports related to financial issues based on requirements of donor with strict deadlines.
  • Monitors and reports on partner/vendor payment schedules and obligations
  • Prepares monthly Budget versus Actual reports and works closely with Project Officers to review reports and ensure clear and accurate budget variance justifications and prepare budget projections as needed and requested.
  • Conducts regular cash flow analyses to ensure availability of funds and the accurate maintaining of bank balances
  • Prepares and reviews project cost data prior to loading in QuickBooks.
  • Maintains file management systems for soft and hard copy documentation
  • Implements guidelines for maintaining sub-grants and other partnership files and activities as applicable.
  • Maintains proper files on grants, procurements, subcontractor documents, and modifications as applicable
  • Ensure request for payments has appropriate approvals.
  • Compiles backup documentation for all project-related transactions and ensures completeness and appropriate review and approvals are documented.

Educational Qualifications

Bachelor’s Degree in accounting from a recognized institution or part of any of the following qualifications: ACCA, CPA, CIMA

Experience Required Minimum of three (3) years of general accounting experience in a reputable organization preferably a local/international NGO set up.

Minimum of two (2) years grant management experience which includes in USAID-funded projects and other complex donor-funded projects such as multilateral or bilateral funding.

Skills Required

  • Computer literate and familiar with accounting packages on the market; QuickBooks (highly required), Microsoft Word, and Excel proficiency.
  • Collaborative team player with excellent interpersonal communication skills.
  • Ability to train and supervise other finance staff on computer packages and other finance-related tasks.
  • Detail-oriented and organized
  • Ability to maintain discretion and confidentiality
  • Ability to work independently with minimal supervision

UNTF PROJECT ON WOMEN REFUGEES NEWSLETTER

FACT, with funding from UN Women under United Nations Trust Fund (UNTF), is implementing a project on strengthening the implementation of community programs on SGBV against women and girls affected by civil and political conflict. It is a 3-year project running from December 2019 to December 2022 targeting 5500 women, girls and surrounding communities around Dzaleka.

The overall goal of the project is to significantly reduce sexual and gender-based violence  cases targeted at women and girl refugees in Dowa district through effective implementation of legal and policy guidelines by December 2022. BUDGET ASSESSMENT TO ANALYZE SUFFICIENCY OF TPT FUNDING

Facilitators for Community Transformation (FACT) received funding from TAG to implement a project called: “Strengthening CSO Engagement on TB Preventive Therapy (TPT) Supply Chain Management in Malawi”. The project aims to reduce incidences of TB in Malawi by 2021 through increased political will and meaningful engagement of communities on the roll-out of TPT. The project, further, specifically focuses to influence the allocation of sufficient TB funding and implementation of effective TPT Supply Chain policies and processes for effective rollout to ensure 94, 000 people are on TPT by 2021 as stipulated in Malawi’s United Nations High Level Meeting (UNHLM) TPT targets.

It is envisaged that by the end of the project, access to TPT (INH, 3HP and 3HR) drugs for PLHIV and the general population with TB in Malawi will have increased; and that there will be increased implementation of TB policies and guidelines, national budgetary allocation on TPT, including PEPFAR COP21.

This report is presented out of an assignment that was aimed to conduct a desk review of the existing evidence regarding the sufficiency of TPT funding i.e., INH, 3HP and 3HR in Malawi. The consultant pooled together available literature/documentation and conducted a budget assessment to analyse the sufficiency of TPT funding with the aim of comparing funding for TPT against the number of people that need TPT. An assessment was also made to ascertain if the funding can support the procurement of TPT drugs for its effective rollout in Malawi.

CBM ASSESSMENT REPORT

Community-based approaches have been recognized as critical to preventing and treating TB. Communities are important to the TB response, globally, regionally, nationally and locally. For example, the Stop TB Partnership recommended that ending TB by 2030 should incorporate strong coalitions with civil society and community organizations and Human Rights and Gender-Based Approaches.  A TB response with the full integrated involvement of communities will achieve a TB free status. Community-based Monitoring (CBM) is a data-driven process of drawing in, activating, motivating, capacity building and allowing the community and its representatives to directly give feedback about the functioning of public health services. In this assessment we aimed to assess the current community-based monitoring for TB in Malawi. We specifically aimed to;  (a) Map and assess the community-based interventions in Malawi, (b) describe the gender and human rights barriers and enablers in accessing the Tuberculosis services in Malawi, and (c) assess the current community monitoring and evaluation tools and processes that are in place for monitoring community-based TB interventions.

The assessment was done in Karonga, Mulanje, Zomba and Nkhotakota. The assessment used a mixed methods approach (quantitative and qualitative methods of data collection). Quantitative data was collected through a Patient survey, Provider survey and review of documents while qualitative data was collected through Key Informant Interviews (KII), Focus Group Discussions (FDGs) and case studies with relevant stakeholders and beneficiaries. Structured questionnaires were used during the Patient survey, provider survey and review of documents while Checklists were used during Key Informant Interviews (KII), Focus Group Discussions (FDGs) and case studies.

Job Description

Facilitators of Community Transformation (FACT) is seeking a local driver under the guidance and supervision of the Office Manager to provide reliable and safe driving. The Project Driver will demonstrate a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different cultural backgrounds. The Driver provides driving services to the operations and programme staff of FACT. This is a full-time position tenable at our head office in Lilongwe.

 

Duties and Responsibilities

  •  Ensuring provision of reliable and secure driving services by a) driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items and b) meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required;
  • Ensures cost-saving through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports;
  • Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.
  • Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts;
  • Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents.
Competencies
Operational Effectiveness:

  • Ability to perform a variety of repetitive and routine tasks and duties;
  • Ability to handle a large volume of work possibly under time constraints;
  • Good knowledge of administrative rules and regulations;

Language Requirements:

·        Fluency in English and Chichewa is required.
